Preview: the 2nd National Comprehensive Disaster Prevention and Reduction and Sustainable Development Forum on May10

Participants: Leaders of the National Disaster Reduction Committee, well-known experts, scholars, scientists, and managers from the National Disaster Reduction Committee member organizations, National Disaster Reduction Committee Expert Committee, Chinese Academy of Sciences, Chinese Academy of Engineering, universities, research institutions and social organizations, and representatives of related disaster prevention and reduction companies.

III. The Content of the Forum
This year’s forum combines the theme of "Disaster Prevention and Reduction Start with Me" with this year’s "Disaster Prevention and Reduction Day." It will include discussion of the lessons learned in national integrated disaster prevention and reduction during the period of the "Eleventh Five-Year" are concluded, as well as the development strategy for the national integrated disaster prevention and reduction during the period of "Twelfth Five-Year." Outcomes of the discussions will be the enhancement of national disaster prevention and reduction awareness, the strengthening of scientific and technological support for comprehensive disaster prevention and reduction, the improvement of the comprehensive risk prevention levels for major natural disasters, an increased understanding of the experts' role of decision-making and consultation, and the creation of a dialogue platform for the discussion of a comprehensive disaster prevention and reduction plan.

The forum includes two parts: an opening ceremony and a topics forum. In the opening ceremony, the leader of the National Disaster Reduction Committee will be invited to give a speech, and authoritative experts on disaster prevention and reduction are invited to deliver keynote addresses on such hot issues as the "Twelfth Five-Year" plan for national comprehensive disaster prevention and reduction, disaster prevention and reduction education and knowledge promotion, risk prevention of major natural disasters, and the spatial information infrastructure construction for national disaster prevention and reduction. Forum topics are divided into four groups including the cultural development of disaster prevention and reduction, a comprehensive strategy for disaster prevention and reduction, advanced observation technology of natural disasters, and the comprehensive risk prevention of major natural disasters.
Topic One: Culture Development of Disaster Prevention and Reduction

Content includes: governmental responsibility for disaster prevention and reduction, training for public awareness, knowledge promotion for the general population, and the improvement of cultural literacy of disaster prevention and reduction; an operational mechanism for publicity and education, knowledge and skills training, and the building of a public education base and network platform for disaster prevention and reduction; the management system and operational mechanism for social mobilization and community participation in disaster, social and charity donations for disasters, and the measures and channels for enterprises, non-governmental organizations, volunteers and other social forces to participate in disaster prevention and reduction; a disaster prevention and reduction training system, a talent-training plan for disaster prevention and reduction; and rescue measures, recommendations and methods for disaster psychology.

Topic Two: Integrated Disaster Prevention and Reduction Strategies

Content includes: strategy development for disaster prevention, reduction and sustainable development; design and development of management mechanisms and legal systems for disaster prevention and reduction; policy and system design; a discussion of the relationship between disaster prevention and reduction and public services and social management; the development of objectives, major tasks and safeguard measures for disaster prevention and reduction; the building of disaster prevention and reduction capacity at all levels; the sharing of experiences, problems and recommendations in disaster prevention and reduction of urban and rural areas and the grass-roots community; and the natural disasters emergency command, emergency rescue and material support.
Topic Three: Advanced Observation Technologies for Natural Disasters

Content mainly includes the following aspects: national natural disaster integrated monitoring and early warning and assessment technology system, and the application of high-resolution earth observation for comprehensive disaster reduction; the ground disaster monitoring network, such as the Internet of Things and the sensor network, multi-network based ground disaster information acquisition and transmission, and emergency communication integration support systems; the application and services of national spatial information infrastructure for integrated disaster reduction;"Digital Disaster Reduction" technology and its applications, and the construction of space technology disaster reduction standards and specifications; and the integration, transformation, and popularization of technological achievements in disaster prevention and reduction.

Topic Four: Comprehensive Risk Prevention of Major Natural Disasters

Content includes such aspects as the status of disaster prevention and reduction, and the impact of major natural disasters on economy, society, and ecology; the comprehensive response models to catastrophe, including case studies of typical major natural disasters such as the Japanese earthquake; global climate change and natural disaster risk science, and integrated risk prevention of the core science program of the human dimensions programme on global environmental change; risk transfer of major natural disaster and disaster insurance; anti-disaster housing and public infrastructure building, and disaster prevention and reduction projects, such as medium or small river improvement, danger-removing and reinforcement of devastated and dangerous reservoirs, and the comprehensive treatment of the ecological environment.

IV. Participants Notice
Participants are invited by the Forum Secretariat to register who welcomes experts, scholars, scientists, managers and business representatives from various relevant units in the field of disaster prevention and reduction to the forum. The forum does not charge registration fees, and provides meals during the forum uniformly. Participants are responsible for their own transportation and accommodation expenses. People interested in participating in the forum are invited to fill out the "Return Receipt of The 2nd National Comprehensive Disaster Prevention and Reduction and Sustainable Development Forum"(see addendum 1), note whether you would like to deliver a report and include the report title, and offer feedback to the Forum Secretariat via Fax or e-mail before April 27. After receiving the return receipt, the Forum Secretariat will confirm registration and inform registrants of the detailed schedule and other relevant matters.

V. Instructions to Authors
The forum calls for papers by domestic disaster management personnel, science and technology workers, and comrades concerned with disaster prevention and reduction. The forum sponsors will work out a related corpus as appropriate, according to the situation of submissions.

Contributors should submit full papers before May 10, 2011 (the paper format can be seen in addendum 2). The Forum Secretariat will invite relevant experts to review the submitted papers and notify the authors of the assessment results and make follow-up arrangements before May 27.
