The 6th Meeting of the 5th BNU Faculty Congress

On April 9, 2011, the sixth meeting of the Fifth BNU Faculty Congress was held in the meeting room on the third floor of the library. Over 240 leaders attended the meeting, including Liu Chuansheng, Secretary of the Party Committee, President Zhong Binglin, formal representatives of the BNU Faculty Congress, main party and government leaders from all departments, and representatives from trade unions and the Democratic Party. The meeting was presided over by Wang Binglin, Deputy Party Secretary, president of the BNU Trade Union, and Director of the Executive Committee of the Faculty Congress.

President Zhong Binglin delivered a report that focused on the accomplishments of the Eleventh Five-Year Plan, which ended when 2010 drew to a close. In his report, Seize the Opportunity for Scientific Development and Accelerate the Construction of a World-Class University, he appreciated the hard work of all faculty and noted that the targets set out in the Plan were reached. President Zhong outlined the achievements in eight areas: major projects and disciplines construction, talent training, scientific research, team building, international exchanges and cooperation, social services, the security system, and the fostering of a harmonious campus.
Alluding to continuing concerns, President Zhong also elaborated on the general goals for 2011 and took the opportunity to introduce the formulation of BNU’s Twelfth Five-Year Plan. The next five years, he said, will be critical for the scientific development of the school. He added that we need to analyze the outstanding problems, so as to work out new measures and set goals, including choosing a development strategy, innovating in the area of management systems, deepening the strategic focus, and promoting the welfare of the faculty. He added that we need to work together to create a feasible development plan. Based on a policy of “quantitative analysis, qualitative research, internal mobilization, external consultation, bottom-up, top-down, do the best and act according to capability,” the school has also set up a leading group and a workshop actively promoting the formulation of the plan in accordance with the principles set forth in the school’s Preparation Plan for the Formulation of Twelfth Five-Year Development.

Dong Qi, BNU executive vice president, reported on the Financial Budget and Final Accounts. Zhou Shangyi, Director of the Proposal Committee of the Faculty Congress, gave a Proposal Work Report. Cheng Guozhi, Executive Vice President of the BNU Trade Union and Deputy Director of the Executive Committee of the BNU Faculty Congress, gave a report on 2011 Trade Union and Faculty Congress Work. Also discussed was the Identification and Approaches to the Teaching Negligence of Beijing Normal University Undergraduates (Revised Version).

Eleven representatives made speeches at the meeting, briefly discussing their respective groups and giving their opinions of and suggestions for the formulation of the school’s Twelfth Five-Year Plan, talent training, teaching reformation, the cultivation of young teachers, and administration. In accordance with the rules given in Implementation Rules for Beijing Normal University Faculty Congress Proposal, this meeting also honored some units and individuals who made excellent proposals.

Liu Chuansheng, Secretary of the Party Committee, said, significantly, that this meeting is a consolidating and farsighted event that aims to implement the educational program outline and launch the school’s Twelfth Five-Year Plan. It was pointed out that we need to adhere to a policy of leading the school by law and democratic management and help the school to develop in a fast but healthy manner. Liu emphasized that we should: conscientiously study and implement the tenets of the Party's seventh session of the Fifth Plenary Session; thoroughly implement the Education Plan; accurately grasp the opportunities and tasks the school faces in its development; further concentrate wisdom and ideas; pay close attention to the formulation and implementation of BNU’s Twelfth Five-Year Development Plan; adhere to the spirit of promoting Party building through reform and innovation; and continuously improve the scientific level of Party building, so the Party is a booster in the development of the school; adhere to democratic management; and be concerned about the livelihood of the faculty. Liu said he hopes that the Faculty Congress will focus on the central business of the school, always bear in mind the overall situation, discuss major issues, and handle concrete affairs in a down-to-earth manner. He asked that the Congress actively support and promote reform and stability, play a solid role as a liaison, build a platform for communication between school leaders and faculty, enhance understanding, and strengthen mutual trust. He said that building faculty enthusiasm and creativity needs to be a major goal, that we must all remember our mission, and that together with staff we need to strengthen confidence, boost morale, seize the opportunity, do solid work toward the realization of BNU’s Twelfth Five-Year Development Plan goals, and build a comprehensive, unique, world-renowned, high-level research university. Ultimately, Liu stressed, we must work hard together to write a new chapter in the development of the school as a leading scientific hub.
After the meeting, school leaders and department representatives answered questions about school reform and addressed some issues of common concern among the faculty.
